Minutes of Business Session
The Southern Area Instructors Association (SAIA) summer meeting was held in Albuquerque, New Mexico. The meeting was hosted by the Oklahoma and New Mexico Electric Cooperatives.
The business session was called to order by SAIA chairman, Doyle Totty, Tennessee, on June 10, 2008 at 1:10 pm.
Chairman - Doyle Totty asked Murray Riley, Kentucky, to lead the Invocation.
Chairman - Doyle Totty asked Danny Hayes, Tennessee, to lead the Pledge of Allegiance.
Chairman – Doyle Totty asked for the approval of minutes to the fall meeting held in conjunction with the NUTSEA meeting in Louisville, Kentucky. A motion was made by Norman McDugle, Oklahoma, seconded by Kenny Guffey, Oklahoma, to approve the minutes as presented. Motion carried.
Chairman, Doyle Totty called for the presentation of new members. The following were presented for membership:

Chancey “Buzz” Detty – South Central Power
Richard Romero – Kit Carson Electric Cooperative
Steve Shaffer – Federated Rural Electric Insurance
Skipper Werth – Federated Rural Electric Insurance
David Baber – Federated Rural Electric Insurance
Stan Bray – Federated Rural Electric Insurance
Frederick W. Beyer – Federated Rural Electric Insurance
William Cullinane – Federated Rural Electric Insurance
Mark Bahl – Continental Divide Electric Cooperative
A motion was made by Buck Theriot, Louisiana, to approve those presented for membership. The motion was seconded by Larry Baker, Oklahoma/New Mexico. The motion was approved.
Chairman - Doyle Totty started a discussion on the location for the 2009 Summer Meeting. Jim Wright, Georgia, reported that Arkansas Electric Cooperatives had mentioned that they would like to host the 2009 meeting. Mr. Wright also mentioned that Georgia EMC had also volunteered. With no one being present from Arkansas, Mr. Wright said he would call Arkansas and check if they were still interested in hosting the meeting and would report back to the membership during the second business session on Thursday, June 12, 2008.
Chairman - Doyle Totty called for a recess at 2:05 p.m. until 10:15 a.m. Thursday, June 12, 2008.
The second half of the business session was called to order by SAIA chairman, Doyle Totty on June 12, 2008 at 10:00 am.
Jim Wright, Georgia gave the report from the By-Laws Committee. He stated that the committee hopes to have the new By-Laws complete and ready for review before the 2008 NUTSEA Meeting in Tucson, Arizona. Mr. Wright stated that one area in the By-Laws that is being discussed is the qualifications for membership.
Chairman, Doyle Totty called on the Ray Pantel Award Committee for the Ray Pantel Award presentation. Chairman, Mike Bergeaux was not able to make the meeting and asked committee members Eddy Black, Kentucky, and Micheal Weltzheimer, Texas to make the presentation. The Ray Pantel Award for 2008 was presented to Larry Detwiler, Kansas Electric Cooperatives.
Jim Wright, Georgia, reported that he had spoken to a representative of Arkansas Electric Cooperatives and they could not host the 2009 Summer SAIA Meeting. Mr. Wright stated that Georgia EMC would be delighted to host the meeting in Georgia. Norman McDugle, Oklahoma, made a motion to have the 2009 meeting in Georgia, seconded by Ken Guffey, Oklahoma. The motion was approved.
Chairman, Doyle Dotty called for any old business. There was no old business to discuss.
Chairman, Doyle Totty called for new business.
Chairman Totty discussed forming a nominating committee for the selection of new officer candidates. Chairman Totty asked for three volunteers from the membership to serve on this committee. The Nominating Committee members are Jimmy Ashley, Texas, Clarence Greene, Kentucky, and Norman McDugle, Oklahoma.
Clarence Greene, Kentucky, discussed the need for a New Member Application Process. He reported that we needed to have a way of qualifying new members. It was suggested that if someone wanted to come to a meeting they would come as a quest. If that person wanted to become a member they would fill out a New Member Application. The application would be reviewed to see if the person meets the requirements of membership. If the person met the requirements they would be voted into membership at the next meeting.
Eddy Black, Kentucky, recommended developing a SAIA Member Directory. The directory would have a picture and information about each member. He said the directory would help us to identify each other easier. Michael Kelly, Alabama, volunteered to head up the Membership Directory. He stated that if we would provide a picture and an information sheet that they would put the directory together. A letter and an information sheet will be sent to each member asking for a picture and a filled out information sheet be sent to Mr. Kelly.
Chairman, Doyle Totty opened the floor for comments.
Jim Wright, Georgia, thanked the Oklahoma and New Mexico Electric Cooperatives for hosting a great meeting.
Norman McDugle, Oklahoma, thanked Clarence Greene, Kentucky, for transferring all past SAIA records to electronic format. Mr. Greene reported that the credit needed to go to Melissa Cole, Kentucky, she did all the work.
Chairman Totty thanked the Oklahoma and New Mexico Electric Cooperatives for hosting such an awesome meeting. He thanked all the new members for coming and concluded by thanking Clarence Greene and the Kentucky Association of Electric Cooperatives for providing the SAIA web site. www.kylinemanrodeo.com/saia
There being no further business Chairman, Doyle Totty asked for a motion to adjourn. Michael Kelly, Alabama, made a motion. Clarence Greene, Kentucky, seconded the motion. The 2008 SAIA Summer Meeting adjourned at 10:29 a.m. June 12, 2008.
