Members Appointed to Kentucky State Energy Policy Advisory Board

On May 15, 2001, citing the need to maintain and maximize Kentucky's low-cost energy advantage, Kentucky Governor Paul Patton signed an Executive Order that would create the Kentucky State Energy Policy Advisory Board to develop a statewide energy policy. On June 19, The Governor announced the expansion of the board and the entire list of its members. "As I said last month, Kentucky enjoys some of the lowest electricity and energy costs in the nation and we need to find a way to preserve and promote this resource for our families and businesses," Governor Patton said. "I expect this Board to analyze methods, actions and market responses that will improve the utilization of Kentucky coal as an electricity generating source both nationally and internationally."

The Executive Director of the Board will be housed in the Kentucky Public Service Commission offices. The search for an executive director is underway. Standing members of the Kentucky State Energy Policy Advisory Board are the Secretary of Natural Resources James Bickford, Secretary of Public Protection and Regulation Ron McCloud, Secretary of Economic Development Marvin E. Strong, Chairperson of the Public Service Commission Marty Huelsman, Director of the Division of Energy (Department of Natural Resources) John Davies, and the Director of the Kentucky Center for Applied Energy and Research (University of Kentucky) Ari Geertsema. Appointed members of the Board are as follows:

  • Jack Conway, Louisville, to serve as Chairman and Governor's Designee.
  • Victoria I. Weber, Louisville, to serve as consumer representative.
  • George Siemens, LG&E, to serve as a Kentucky Utility Industry representative (Investor-owned).
  • Hayden Timmons, LaGrange, to serve as a Kentucky Utility Industry representative (Electric Cooperatives and Public Power).
  • Tom Fitzgerald, Frankfort, Kentucky Resources Council, to serve as the environmental advocate.
  • Robert Addington, Ashland, to serve as the Kentucky Coal Industry representative.
  • Donald B. Daily, Ghent, to serve as the Industrial Consumer.
  • Bill Daugherty, Berea, to serve as the Oil and Gas Industry representative.

Governor Patton will rely on the above group for suggestions relative to legislation involved in their areas of study. Increasingly, the heavier utilization of domestic transmission lines by merchant plants wanting to sell power primarily out of state will be a growing concern. 

Kentucky's electric cooperative systems are very pleased to see Hayden Timmons representing electric co-op and public power interests for this group. Hayden began as the agricultural advisor to Governor Ned Breathitt years ago and then came to the Kentucky Association of Electric Cooperatives as vice president in charge of public relations. He then went to Big Rivers Generation and Transmission Cooperative and, following his retirement, rejoined the state association as a part-time government affairs representative, specializing in the area of environmental affairs.
